Toomas Mihkel Sõrra was born in Erlangen, Germany on December 24, 1949 to Dr. Johannes Sõrra and Valli Sõrra, who had escaped from Estonia in 1944 during World War II and were in Germany as displaced persons. In 1950, finding a sponsor in New York, the family immigrated to the United States, and first lived in Greenwich Village, later moving to Washington Heights.

Toomas attended public schools in NYC, including PS 189, JHS 52, and the Bronx High School of Science, where as a member of the Track Team, he developed his lifelong love for running, completing two New York Marathons in later years. He attended City College of New York, and upon graduating drove a NYC taxi for six months before enrolling in Medical School at the Universidad Autonoma de Guadalajara in Guadalajara, Mexico.

Upon graduation from Medical School in 1975, he returned to NYC, and started his post-graduate training at Long Island College Hospital in Brooklyn, where he also completed his residency in Internal Medicine, including an appointment as Chief Resident, and then his fellowship in Gastroenterology. Finishing his fellowship in 1982, he opened up his private practice in Brooklyn Heights, and has continued his busy practice at the same location since then. He has been chosen to the list of "Best Doctors in New York" by New York Magazine in 1998 and 1999, and has been listed among the “Best Doctors in New York"” in the Castle Connolly Guide every year since 1997.

He is a Fellow of the American College of Gastroenterology and the American College of Physicians. He is also an Assistant Professor of Medicine at the State University of New York (Downstate Medical Center).

Toomas has also been involved with Medical Staff issues at Long Island College Hospital. He has been an elected member of the Medical Executive Committee since 1985, including positions as physician representative, secretary, treasurer, and vice-president. From 2005-2007, he was the President of the Medical Staff. In April 2007, he was awarded the prestigious Ellis Island Medal of Honor.

In addition to his medical career, Toomas has been active with Estonian organizations in New York. He was the Principal of the New York Estonian School from 1989-2004, and has been active in the New York Estonian Educational Society since 2004, being Chairman of the Board of the organization since 2005.
